The Deadly Crash and Subsequent Manhunt
On November 27, 2010, Israel Espinosa ran a red light while driving drunk and slammed into an SUV carrying Megan Ratliff as a passenger. The teenager was ejected from the vehicle and pinned underneath. When police arrived, Megan died at the scene from catastrophic injuries. Espinosa fled immediately and remained a fugitive for 15 years until FBI agents located and arrested him in Oklahoma in September 2025.

Controversial Plea Deal Outrages Family
Marion Superior Court Judge sentenced Espinosa on Thursday after he pleaded guilty to felony reckless homicide. As part of the plea agreement, prosecutors dropped charges including failure to stop after a crash, operating without a license, and failure to stop at an accident. The Ratliff family expressed deep dissatisfaction with the two-year sentence, telling journalist Angela Ganote they believe justice was not served for their daughter’s senseless death.
Immigration Status and Prior Deportation
Espinosa had been previously deported from the United States before the fatal crash occurred. His illegal presence in Indianapolis at the time of the incident raised questions about enforcement gaps that allowed him to remain in the country. After killing Megan, he successfully evaded law enforcement for over a decade and a half, only being apprehended when federal investigators intensified their search. The case highlights ongoing concerns about repeat immigration violations and accountability for crimes committed by individuals in the country illegally.
