The Senate is sitting on a bill that would require proof of citizenship to vote in federal elections — and Senator Rick Scott wants to know why Republicans are blocking it.
Story Snapshot
- The House passed the SAVE America Act, which requires photo ID and proof of citizenship to vote in federal elections.
- Senator Rick Scott is pushing for daily Senate votes on the bill until it passes, calling it urgent and overdue.
- Senate Majority Leader John Thune admits he does not have the 60 votes needed to break a Democratic filibuster.
- A federal judge blocked President Trump’s executive order on citizenship verification, making Congress the only path forward.
What the SAVE America Act Would Do
The SAVE America Act requires voters to show a valid photo ID and proof of U.S. citizenship — such as a passport or birth certificate — to register for federal elections. The House passed the bill in 2026. [5] The law would also require voter rolls to be reviewed every 30 days and allow private citizens to sue election officials who register voters without proper proof of citizenship. [3]
Senator Rick Scott first pushed this idea back in 2021 with a bill called the Save Democracy Act. [1] He has been one of the loudest voices demanding the Senate act now. Scott is calling for daily Senate votes on the measure until it passes. He says Trump ran on securing elections, and the Senate needs to deliver. [6]
Scott Calls Out the Senate Holdup
Scott is putting direct pressure on Senate Majority Leader John Thune and other Republican senators. Thune has admitted he does not have the votes to pass the full bill. Scott acknowledged the math is tough, saying, “I’m a business guy. You have to live in reality.” But he still insists the Senate must keep trying. [2] Vice President JD Vance has also joined Scott in pushing Thune to act.
The bill faces a Democratic filibuster in the Senate, which means it needs 60 votes to move forward. Republicans hold 53 seats. Senators Lisa Murkowski and Thom Tillis are among the Republicans who have expressed concerns about the bill. Their hesitation has frustrated conservatives who see the legislation as a straightforward election security measure.
The Fight Over Voter ID Is Not New
Voter ID laws have been debated in the U.S. for decades. The Help America Vote Act of 2002 required ID for first-time voters in federal elections who registered by mail. [12] Today, 36 states have some form of voter ID law on the books. [15] The SAVE America Act would set a national standard for all federal elections, going further than most state laws by adding citizenship verification.

Critics argue noncitizens are already banned from voting under a 1996 federal law, making the new rules unnecessary. Opponents also say millions of eligible Americans may lack the specific documents required. [3] Supporters counter that common-sense verification protects every legal voter’s ballot. A federal judge recently struck down a Trump executive order pushing similar requirements, which means Congress is now the only way to make this law happen. [2]
Why Conservatives Say This Matters
For conservatives, the SAVE America Act is about trust. If voters cannot confirm who is casting ballots, confidence in election results suffers. Trump made election integrity a centerpiece of his 2024 campaign. Passing this bill would fulfill a direct promise to millions of voters who believe the system needs stronger safeguards. Scott argues the Senate has no excuse to wait — and that every day of delay is a day elections remain exposed.
